There are CS bottlings in the market (not neccesarrily Coal Ila) that seems to have a consistent alcohol % across the batches/releases.
Would this be caused by mixing/blending different casks to level out the alcohol percentage.
Or maybe just start bottling when correct age and % have been achieved.
Or is it a balancing act where a minimum of water is introduced to keep it official CS but a consistent alcohol %.
Again I understand that this information might not be available (or even secret) so do not hestitate to let me know if so.

Your next question is not so easy to answer. Generally speaking, cask strength bottlings are not diluted with water to bring them to a particular %age prior to bottling, they are usually a mixture of casks and whatever %age they come out at is what they are bottled at.
Given that the industry standard filling strength is usually 63.5% these days, and that on average (across many thousands of casks) we would expect to lose around 2% per year for the first 10 years to the angels share, then depending on the age of the bottling, there would be a point at which, on average, the bottling strength of the whisky, across a large range of bottlings, would average out at a roughly consistent %age (given these variables).
As you can see, I did say this one was not as easy to answer, and would much better be discussed over a dram....
